The energy that was saved (steam savings) at the point of use was provided to the system through the boiler, which experiences losses. For example, if boiler efficiency is 80% then saving 100 units of steam energy at the point of use will reduce fuel consumption 100/0.8 units of fuel energy or 125 fuel units. This does not consider condensate losses and other system effects.
